It sounds like a pretty BS message and plan about the message that they are saying they will be without the important upload capability for a matter of a few days, and known and stated in advance that way in the error message when they would naturally work to resolve such an issue much sooner, so not say it as it will be gone for a few days, meaning therefore they would not have the error message express such a lack of capability in terms of not having it as long as for a few days. They would want problems with a site to be as short as possible, maybe a few hours at the very most. It is obviously very ridiculous and very obviously a bogus message for members that they have decided they no longer want their uploads from. It the same basic thing like boards/forums can give bogus site page messages to people/members that they don't want participating anymore, but they also do not want to give the obvious ban messages to, either.
This explanation pertains to the following message:
"Upload page will be open in a few days.
xHamster is working hard now to convert uploaded videos."
